While dual citizenship would be great, don't you think OCI card provides a lot of the same benefits? I believe apart from voting, govt jobs, etc. OCI provides everything. Nothing like being a citizen of course.
I agree that they provide lot of same benefits but I would argue if they provide lot of same benefits why not allow full citizenship? Couple of arguments in favour of full citizenship:
1) While OCI provides similar benefits, many locals still perceive you as a foreigner (the most famous case that come to mind is of Akshay Kumar's Canadian citizenship). My guess is this perception is what creates the moral dilemma among folks who want to give up Indian citizenship.
2) Ability to help with Government function could be a big factor. Many NRIs return back to India due to having a strong patriotic feeling to serve there motherland and there is not a better place than the Government to have the biggest impact for a talented technocrat.
